Tatkal on an agent ID in 2026: the 30-minute bar and OTP

Since July 2025 your agent ID can't book Tatkal in the first 30 minutes, and OTP gates a growing list of trains. The clock, the cap, and the script.

Amalfi · 07:40

Your client walks in and asks you to "get confirmed Tatkal." Since July 2025, the Tatkal booking time for agents has moved: an authorised agent ID is barred for the first 30 minutes of opening-day Tatkal, and on a growing list of trains the booking now needs an OTP sent to a phone, not fast fingers on your login.

That's a Railway Board circular, not a forum rumour. It changes what your desk should do on a walk-in: when to touch the agent ID, whose phone has to be free, what you can charge, and when to switch to Plan B.

What changed for agent IDs since July 2025

Railway Board Commercial Circular No. 08 of 2025 reset Tatkal for agents. From 1 July 2025, online Tatkal booking opened only to Aadhaar-authenticated users, with Aadhaar OTP for online booking due from 15 July. The same circular requires a system OTP, sent to "the mobile number furnished by the user at the time of booking," for Tatkal at PRS counters and through authorised agents, and bars agents from opening-day Tatkal in the first 30 minutes (Railway Board CC 08 of 2025; PIB).

That OTP rollout is phased train by train: live on 322 trains online and 211 at counters as on 4 December 2025 (PIB); in July 2026 the ministry still described online OTP as introduced "on selected trains" (PIB). No official count covers agent bookings separately, so plan as if your train is on the list.

CC 15 of 2025 separately restricted the first 15 minutes of general (non-Tatkal) reservation online to Aadhaar-authenticated users from 1 October 2025, keeping agents' 10-minute opening-day bar unchanged (Railway Board CC 15 of 2025). By March 2026 the ministry told Parliament that the whole opening day was Aadhaar-only on IRCTC's website and app (PIB); press reports date that to 12 January 2026. Nothing we found lifts the Tatkal agent bar: none of the 2026 commercial circulars listed on the Railway Board site, through CC-17 of 18 September, touches Tatkal, and press coverage in June 2026 still described the 30-minute bar as in place. That's the position as of October 2026.

The Tatkal-day clock: who books when

Tatkal opens a day before the journey, counted from the train's origin station, with the agent window behind everyone else's:

Class Tatkal opens Aadhaar-authenticated users + PRS counters Authorised agent ID
AC (1A/2A/3A/CC/EC/3E) 10:00 From 10:00 From 10:30
Non-AC (SL/FC/2S) 11:00 From 11:00 From 11:30

A Tatkal e-ticket carries a maximum of 4 passengers per PNR, and senior citizen concession doesn't apply (IRCTC). A train leaving origin on a Thursday opens Tatkal at these times on Wednesday, not Thursday morning.

The OTP step: whose phone, and why bookings fail there

Where OTP is active for counter and agent bookings, the circular sends it to the mobile number entered at booking, and doesn't say that number must be Aadhaar-linked (Railway Board CC 08 of 2025). Enter whoever will actually hold that phone at 10:30 or 11:30, and tell them to keep the line free.

A family of six is two PNRs, so that's two OTPs to catch, possibly in the same minute. The New Indian Express, citing Indian Railways, put Tatkal logins at around 4 lakh users between 10 and 11 am, with passengers still reporting failed bookings nearly a year after the changes (The New Indian Express). Never ask for a client's IRCTC password or the OTP for their own IRCTC or Aadhaar login.

The 60-day opening day is Aadhaar-first too

The advance reservation period is 60 days (DD News), and booking opens at 08:00 on that first day. For that whole opening day, reserved general tickets on IRCTC's website and app are now for Aadhaar-authenticated users only (PIB); press reports date the full-day rule to 12 January 2026, and it is worded for the website and app, not PRS counters. The last word specific to agents is CC 15 of 2025's 10-minute bar; whether the wider rule also blocks agent logins past those 10 minutes isn't stated anywhere we found, so check before planning a general-quota booking.

What you can charge for a Tatkal booking

IRCTC's published norms for RTSA and IATA/TAAI/TAFI/IATO/ADTOI agents list the "maximum charges which can be levied on the customer": an agent service charge of ₹20 for sleeper and ₹40 for AC, GST-inclusive, on top of IRCTC's own ₹15/₹30 convenience fee plus GST, with GST shown separately on your receipt (IRCTC norms). That's a ceiling on what you collect, not a commission IRCTC pays you. The norms don't say whether it runs per ticket or per passenger, and if your ID came through a principal service provider, read that agreement too. Don't quietly load a bigger "Tatkal fee" onto the ticket; earn instead on planning the whole trip.

The desk SOP for a Tatkal walk-in

  1. Confirm the origin-station departure date; Tatkal opens the day before that, which can be two days before the date a mid-route client boards.
  2. Count passengers and ages; split into PNRs of 4.
  3. Get one mobile number per PNR that will answer at 10:30/11:30.
  4. Check if the client has an Aadhaar-authenticated account; if so, they self-book at 10:00/11:00, ahead of your ID.
  5. Keep payment ready before the window opens.
  6. Decide the Plan B now, in writing.
  7. Remind the client: confirmed Tatkal is non-refundable, with narrow railway-fault exceptions (Tatkal Scheme note).

Example: A walk-in wants AC-3 for a family of six, train leaving origin 06:10 Thursday. Opening day is Wednesday, agent ID from 10:30. Six passengers means two PNRs (4+2), and on an OTP-enabled train, two OTPs. An adult with an Aadhaar-authenticated account can self-book at 10:00 instead, ahead of your ID. This train departs between 05:00 and 14:00, so the first chart is due by 21:00 Wednesday (CC 10 of 2025); if either PNR is still waitlisted then, shift to the backup that night. Your cap: ₹40 for AC, GST-inclusive, so ₹80 across the two PNRs if it runs per ticket (the norms don't say per ticket or per passenger), plus IRCTC's own ₹30 + GST fee.

Self-book, agent ID or counter: a decision rule

Client's situation Best route Why
Has an Aadhaar-authenticated account Self-books at 10:00/11:00; you plan Starts half an hour before your agent ID
No account, not online-savvy Agent ID from 10:30/11:30, OTP where enabled Agent bar lifts only at the half-hour mark
A tour group, not a family Counter or group booking Tatkal caps at 4 per PNR, each PNR a separate race

One zone, West Central Railway, introduced a Tatkal token system at its counters from 1 August 2026: people booking for themselves or family are served first, everyone else only after (The Indian Express). That's a WCR rule, not a national one.

Why the personal-ID shortcut is still the wrong answer

The 30-minute bar tempts some agents to log in on a personal IRCTC ID instead. Don't. For anyone without authorisation who books for clients as a business, that's the Section 143 offence covered fully in why booking on a personal ID is illegal.

For an already-authorised agent, the picture is narrower but not safe. The Madhya Pradesh High Court, deciding 11 August 2026, quashed Section 143 proceedings against an authorised agent accused of issuing two tickets (Tatkal, per the RPF) from his personal ID. Applying the Supreme Court's 2025 ruling in J. Ramesh, it held this was not a Section 143 offence, though it may breach the terms governing his agency and "may invite appropriate administrative or contractual action by the competent authority" (Indian Kanoon). Read that as a warning, not a loophole: that action can put the agent ID itself at risk.

What to tell the client: a script

Give this on WhatsApp, or read it out at the counter. Five lines either way.

ENGLISH

No agent, anywhere, can guarantee a Tatkal berth.
Agent bookings open only at 10:30 (AC) or 11:30 (non-AC) on Tatkal day.
Keep this number free and with you at that time. The moment an OTP
arrives, read it to us straight away.
Once a Tatkal ticket is confirmed, it cannot be refunded if you cancel.
If we're still waitlisted when the chart is prepared, we move straight
to the backup we've already priced.

HINGLISH

Tatkal ki pakki seat ka guarantee koi bhi agent nahi de sakta.
Agent booking AC ke liye 10:30 aur non-AC ke liye 11:30 baje se khulti
hai, pehle aadhe ghante ke baad.
Yeh number uss time par free rakhiye apne paas. OTP aaye toh turant
humein batayein.
Confirm Tatkal ticket cancel karne par refund nahi milta.
Agar chart banne tak waitlist hi rahe, toh pehle se price kiya hua
backup lagu ho jayega.

Never write "confirmed" or "pakka" against a booking before it is, and never ask for a client's IRCTC password or the OTP for their own IRCTC or Aadhaar login.

Common questions

Agent Tatkal ticket kab book kar sakta hai?

AC classes se 10:30 baje se, non-AC se 11:30 baje se, kyunki agent ID pehle 30 minute (10:00-10:30 AC, 11:00-11:30 non-AC) block rehta hai. Usse pehle sirf Aadhaar-authenticated users aur PRS counter hi book kar sakte hain.

Can an IRCTC agent book Tatkal at 10 am?

Not for AC classes on opening day. The agent ID is barred 10:00-10:30 (AC) and 11:00-11:30 (non-AC); till then, only Aadhaar-authenticated individual users and PRS counters can book.

Is Aadhaar needed to book Tatkal at the railway counter?

CC 08 of 2025 ties Aadhaar authentication to IRCTC's website and app. At PRS counters, Tatkal on covered trains needs an OTP sent to the mobile number given at booking; a December 2025 Parliament reply calls this counter OTP "Aadhaar-based" and counted 211 trains as on 4 December 2025. Ask your counter what it currently checks.

The short version

  • Agent ID barred the first 30 minutes of opening-day Tatkal since July 2025 (CC 08 of 2025): 10:00-10:30 (AC), 11:00-11:30 (non-AC).
  • For counter and agent bookings, OTP goes to the mobile number entered at booking; it's live on a growing but partial list of trains, so plan as if yours is one.
  • ARP is 60 days, opens 08:00; the IRCTC site/app is now Aadhaar-users-only that whole day (press-dated to 12 January 2026), and how that treats agent logins isn't stated anywhere we found.
  • IRCTC's norms cap the agent service charge at ₹20 (sleeper) / ₹40 (AC), GST-inclusive, on top of IRCTC's convenience fee. Earn on planning the trip, not on inflating that number.
  • Run the desk SOP: origin date, PNRs of 4, a reachable phone, check if the client can self-book faster, lock a Plan B before chart time.
  • A personal-ID shortcut isn't the loophole it looks: one authorised agent's Section 143 case was quashed in August 2026, but the court flagged a possible breach of agency terms that can still put the ID at risk.
  • Never promise a "confirmed" or "pakka" seat, or ask a client for their IRCTC password or the OTP for their own IRCTC or Aadhaar login.
