OK to Board in 2026: which Gulf-bound clients still need it
Air India dropped OK to Board for the UAE, Qatar, Bahrain and Oman, but IndiGo, Air Arabia and flydubai still need it for specific passengers.
Amalfi · 07:40Your client's passport is ECR, the visa is a tourist e-visa printout for Dubai, and the flight is IndiGo next Friday. Does this booking need an OK to Board message on the PNR before your client can check in, or not?
The answer depends on the airline, not the destination. Someone in your WhatsApp group probably said "OTB khatam ho gaya" this year, and for Air India, on four Gulf countries, that's true. For IndiGo, Air Arabia and flydubai, it is not. Here's the per-PNR check, as of October 2026: which airline, destination, passport status and visa type still trigger OK to Board, how to apply, and the check that catches a missing remark before your client leaves home.
What OK to Board actually is
OTB (also OKTB) is an airline's own pre-check of a passenger's visa before departure: flydubai calls it "an additional verification of visa details required by some countries before you can travel," done by the airline or the destination's immigration service (flydubai). It is not a DGCA, MEA or immigration-clearance rule.
Emigration Clearance (EC) under eMigrate is a separate system: it applies to ECR passengers travelling for employment to 18 designated countries, all six GCC states included (an older MEA page says 17; eMigrate's current list is 18). A tourist on an ECR passport doesn't need it (eMigrate).
Air India spells out the mechanics: where it still applies, its office adds the passport number and validity, visa number and validity, visa type and the OK To Board message to the booking reference, and Air India says it is responsible only if that information is reflected there (Air India). That's why a missing OTB stops a boarding pass: the counter checks the PNR, not your chat thread.
Why the WhatsApp group said OTB is finished
It's finished for one airline, on four routes. Air India dropped OTB for the UAE from 15 December 2024, Qatar from 15 October 2024 (visit-visa holders there still need a return ticket), Bahrain from 1 September 2025, and Oman from 10 January 2026, the most recent change and probably what your group was repeating (same source as above). Air India still wants it for Kuwait family and commercial visit visas, which are paper visas, via its Kuwait office, with a return ticket; for Saudi Arabia, Air India says there's no OTB requirement because the visa is stamped in the passport.
None of that touches IndiGo, Air Arabia or flydubai, which run independent rules. Some OTB-seller pages, one updated as recently as April 2026, still describe an Air India OTB process for Dubai with no mention of the December 2024 change, and list per-airline fees that the airlines themselves don't publish. Treat any page citing no airline source as a sales page, not a rule.
The check, airline by airline
IndiGo, Air Arabia and flydubai each run their own rule, independent of Air India and of each other. IndiGo requires it, under a rule dated effective 1 February 2018, for every ECR passport and every labour or work e-visa printout to Dubai, Sharjah and Doha (IndiGo). Air Arabia requires it for any UAE visa copy or e-visa from India, with no ECR/ECNR distinction, a fee of AED 15-20, and at least 24 hours before departure (Air Arabia). flydubai requires it for Indian citizens travelling from Delhi on a paper or electronic visa, if ECR on a tourist/visit visa, or on any passport with an employment/residence visa (flydubai).
| Airline & route | Needs OTB | Does not need it | Note |
|---|---|---|---|
| Air India - UAE, Qatar, Bahrain, Oman | nobody | everybody | dropped between 15 Oct 2024 and 10 Jan 2026 |
| Air India - Kuwait | family/commercial visit visa (paper) | stamped family-dependency/work visas | AI's Kuwait office; return ticket compulsory |
| IndiGo - Dubai, Sharjah, Doha | ECR passport; labour/work e-visa | resident permit or stamped resident visa, VOA, ECNR tourist/business e-visa | rule dated 2018; confirm Doha with IndiGo |
| Air Arabia - UAE from India | any visa copy or e-visa | original visa in hand | AED 15-20, at least 24h before departure |
| flydubai - from Delhi | paper/e-visa: ECR on tourist/visit; any passport on employment/residence | stamped visa, valid Emirates ID | approval takes 48h minimum; "nominal charges" |
| Air India Express, SpiceJet, Akasa, Emirates, Etihad, Qatar Airways, Oman Air, other Gulf carriers | not verified | not verified | ask the airline before you ticket |
Air India Express, a carrier many Gulf-bound clients from Kerala fly, has no OTB rule we could verify on an official page as of October 2026. Don't assume it follows Air India's exemptions; confirm directly.
Example: Say a family of four flies Delhi-Dubai on tourist e-visa printouts, father ECR, mother and two children ECNR. On Air India, nobody needs OTB. On IndiGo, only the father does. On Air Arabia, all four do, since any visa copy triggers it regardless of passport; Air Arabia doesn't say whether its AED 15-20 fee is per passenger or per booking, but per passenger it would be 4 x AED 15 to 4 x AED 20, so AED 60-80, converted at the day's rate. On flydubai from Delhi, only the father does. Same trip, same four passports: 0, 1, 4 or 1 applications, depending only on the airline.
ECR, ECNR and visa type: the two questions
Every row above reduces to two questions, asked at booking: is the passenger ECR or ECNR, and what visa type are they on? ECNR is not a blanket exemption: IndiGo requires OTB on any labour or work e-visa, flydubai on an employment/residence visa whatever the passport status, and Air Arabia on any UAE visa copy from India regardless of ECR or ECNR. On an employment visa with an ECR passport, also check Emigration Clearance through eMigrate separately; fold both into the passport checks before you issue a ticket, and for the recruitment-fraud exposure, see where the Emigration Act bites at a travel counter.
How to apply, and your own cut-off
Routes differ by airline. IndiGo: for a visa sponsored and issued in the UAE, the sponsor takes one copy of the visa to the offices or agencies that update the message (the copy is retained); for a visa obtained through an agency in India, the passenger gives the PNR, name, date of travel and sector to that visa-issuing agency, which contacts the airline to insert the message. No minimum hours are published, so start the day of ticketing (IndiGo FAQ).
Air Arabia: the sponsor or the passenger's representative visits an Air Arabia office in person with the original visa, at least 24 hours before departure. flydubai: after the booking is paid, a flydubai Travel Shop in the UAE or India, with the original visa, a passport copy and the booking confirmation; approval takes at least 48 hours, a date change needs a new approval, and interline or codeshare bookings are handled by email to fzoktb@flydubai.com.
Run this per passenger, at ticketing, rather than trust memory for which airline needs what:
OTB CHECK - per passenger, at ticketing (as of October 2026; recheck the airline's page)
PNR: ______ Airline: ______ Route: ______ to ______ Departs: __/__ __:__
Passenger: ______ Passport: ECR / ECNR
Visa: tourist-visit / business / employment-residence / family visit / stamped or resident ID
1. Open the airline's own OTB or Gulf page today; note the URL and today's date.
2. Airline x destination x passport x visa type needs OTB? YES / NO / NOT PUBLISHED (call airline)
3. If YES, route: airline office / Travel Shop / visa-issuing agency / UAE sponsor: ______
4. Airline's own minimum: ___ hours. Your cut-off (minimum + 48h buffer): __/__ __:__
5. Documents: original visa or copy as asked / passport copy / booking confirmation / return ticket if visit visa
6. Fee (only if the airline itself quoted one): ______ Submitted __/__ by ______ Reference: ______
7. Employment visa + ECR passport? Confirm Emigration Clearance separately. Date/flight changed? Redo steps 1-6.
The 72-hour check
Open the PNR 72 hours out and confirm, don't assume:
T-72 PNR CHECK
[ ] OTB/visa remark visible on the PNR for every passenger who needs it
[ ] Name on the PNR matches the passport and the visa, letter for letter
[ ] Return ticket in place where the visa type requires one
[ ] Flight is still operating: check the airline's own travel-updates page
[ ] Client told: carry the visa printout/original; no web check-in until OTB shows
That flight-status line isn't routine: in a 15 October 2026 notice, Akasa extended its suspension of all flights to and from Riyadh until 24 October 2026 and Jeddah until 21 October 2026, citing the Middle East security situation (Akasa Air); recheck before you rely on those dates (see the Dubai package survival plan for disrupted Gulf routes). Once the remark is confirmed, send this, not before:
Hi [name], quick update on your [destination] booking. [Airline] needs an OK
to Board approval for [passenger]'s visa before we issue the boarding pass.
Please send [visa copy/original as required + passport copy] by [date]. No
web check-in until OTB is confirmed on the booking. Any questions, call us.
At the counter without OTB
Same-day fixes mostly don't exist: Air Arabia's 24-hour deadline and flydubai's 48-hour minimum processing time mean a missing OTB found at the airport is already too late. The real options are a later flight once the approval lands, or a carrier whose rule doesn't cover this passenger's profile, which is why the check runs at ticketing, not at the airport.
OTB isn't immigration clearance and doesn't guarantee entry; it only confirms the airline's own pre-check cleared. Offloading by Indian immigration is a separate failure with its own fix; see your client got offloaded. DGCA's denied-boarding rule (CAR Section 3, Series M, Part IV) excludes refusals on reasonable grounds such as "inadequate travel documentation" (DGCA CAR), so a missing-OTB refusal likely sits outside denied-boarding compensation, though we found no order ruling on OTB specifically; treat that as a reading, not a guarantee. flydubai says passengers without the approval won't be allowed to check in and board, and that it isn't liable for losses, refunds included, if travel is denied over missing or improper documents.
Common questions
OK to board kaise kare?
Open the airline's own OTB or Gulf page for that exact route today, and confirm whether this airline, destination, passport status and visa type needs it. Then apply through that airline's channel: IndiGo via the visa-issuing agency or UAE sponsor, Air Arabia at an office with the original visa at least 24 hours before departure, flydubai through a Travel Shop, allowing at least 48 hours.
Oman ok to board not required, Air India, sach mein?
Yes on Air India, from 10 January 2026. That date is Air India's alone: IndiGo's travel-documents FAQ still says Muscat visas must be verified, so confirm with any other airline. Air India's page also says Oman's visa on arrival is only for residents of other Gulf countries, so a client flying from India still needs a valid visa before travel.
OTB kitne ghante pehle lagta hai?
No single number: Air Arabia wants it done at least 24 hours before departure, flydubai says approval takes at least 48 hours. IndiGo and Air India state no minimum on their pages, so apply the day the ticket is issued, not close to departure.
The short version
- OTB is an airline-run visa pre-check on the PNR, not a DGCA/MEA rule; Emigration Clearance under eMigrate is separate, for ECR passengers travelling for employment.
- Air India dropped OTB for the UAE (15 Dec 2024), Qatar (15 Oct 2024), Bahrain (1 Sep 2025) and Oman (10 Jan 2026); it still applies to Kuwait family and commercial visit visas.
- IndiGo (rule dated 2018), Air Arabia and flydubai from Delhi still require it for the profiles their own pages list. Check ECR/ECNR and visa type against each airline's own page before you ticket.
- For Air India Express, SpiceJet, Akasa and the Gulf carriers we could verify no OTB rule on an official page as of October 2026; confirm by phone.
- Set your own cut-off ahead of the airline's minimum (24h Air Arabia, 48h flydubai), and redo it after any date change (flydubai requires a new approval).
- Run the T-72 check: remark on, name matches, return ticket in place if required, flight still operating.
- OTB doesn't guarantee entry, and a missing one likely isn't covered by denied-boarding compensation; don't promise a client either.
