SIC or private transfer: what to tell clients before they land
SIC transfers run on pickup windows, not times. Here's what to tell your clients before they land, and when to quote a private car instead.
Uluwatu · 18:25Say you sold a Singapore-Thailand package to a family of six, grandparents included, with "airport transfers included" on the quote your clients signed. Nobody said which kind. They waited forty minutes for the coach, which then stopped at five other hotels, and they missed half their Sentosa slot. The SIC vs private transfer call you should have made before landing became an argument after.
Below: the client-facing words for SIC and PVT, who should never go on SIC, and the scripts, from the quote line to the "can't find the driver" fallback.
What SIC and PVT mean on a tour package
SIC (Seat-in-Coach) is one seat on a shared vehicle, priced per person, on the supplier's schedule. PVT (private) is a vehicle for your group alone. One Singapore-based DMC's explainer says the coach "consolidates passengers from several flights on arrival and stops at several hotels en route" (source, 9 Sep 2026).
| What the client gets | SIC | PVT |
|---|---|---|
| Pickup | A window, not a time | A fixed time |
| Route | Several hotel stops before yours | Straight to your hotel |
| Delayed flight | Generally can't wait; next slot, or pay for private | Waiting allowance set by the DMC |
| Price basis | Per seat | Per vehicle; cost per head falls as group grows |
One DMC's description, not a rulebook; ask your own supplier for its written terms.
What a real SIC sheet says, translated for your client
One Singapore DMC's published terms, and the client line for each, as an example of the sheet to request from your supplier:
| Clause as written | What you tell the client |
|---|---|
| Airport windows 10:30–11:00, 14:30–15:00, 18:00–18:30; up to 45 minutes' wait for the vehicle (source) | "Pickup is a window, and you may wait up to 45 minutes for the vehicle." |
| "No changes... to the time or date"; unused services "Non-Refundable" (same source) | "Times can't be changed on request. If your flight is retimed, tell us and we'll ask for the next slot. A missed slot isn't refunded." |
| Sentosa: pickup 11:00–11:30, return fixed 20:30 (same source) | "Return is fixed. Leaving early is a taxi at your own cost." |
Example: Flight touches down 13:20. The next SIC window is 14:30–15:00, plus up to 45 minutes' wait, plus a "typically 60 to 120 minutes" airport run with hotel stops (source). Earliest: coach leaves 14:30, hotel around 15:30. Worst case on these numbers: leaves 15:45, hotel around 17:45. Give the client that range, not a time.
Ask your Thailand, Dubai and Bali DMCs for their own sheets; not verified for those destinations here.
Why the letters SIC on paper matter in a complaint
We found no Indian rule that requires the words SIC or PVT on a quote. What applies is the general duty under the Consumer Protection Act, 2019: "deficiency" includes "deliberate withholding of relevant information," and the consumer has a right "to be informed about the quality... and price" (section 2, CPA 2019).
| Case | Written vs delivered | Outcome |
|---|---|---|
| Chawla v Fantasy Travels, 2016 | Programme said the Kuala Lumpur transfer was "SIC (Seat in Coach Basis)"; client says nobody met him and paid a driver RM 380 | Commission accepted the operator's affidavit that the coach was there; operator "not to be blamed" (order) |
| Soni v Meshram, 2017 | Thailand package listed "All tours & transfers on SIC basis"; complaints included taxis paid out of pocket and a 2 pm check-in after a morning arrival | Complaint dismissed; the written programme was held to have told the clients what they were buying (order) |
| Sunrise International Tours v Arora, 2024 | Singapore package said "All transfers on SIC basis"; family says no rep met them for 2.5 hours, and they were moved between hotels almost daily | Operator, whose late reply was kept off the record, still paid Rs 1,61,000 plus Rs 1,500 costs, mostly a refund tied to forex it never supplied; compensation cut from Rs 2,00,000 because "most part" of the tour ran (order) |
| MakeMyTrip v Saha Roy, 2019 | Client paid in full on a tentative Dubai itinerary (luxury-car arrival, SIC city tour, safari); a "quite different" one was handed over 3 days before departure, inside the forfeiture window | NCDRC called it a "deceptive act" and an unfair trade practice; Rs 1,00,000 plus Rs 10,000 costs stood (order) |
All four were decided under the older 1986 Act. The pattern: where the operator delivered the SIC service it had written down, the paperwork carried the day. Writing SIC did not stop a claim when other parts of the trip failed, and a late change to a fully paid itinerary was held deceptive. Moving a client from private to SIC close to departure invites the same argument.
If "transfers included" also runs in an ad, a brochure or on your website, the CCPA's 2022 advertising guidelines, notified 9 June 2022, say a disclaimer should not contradict the main claim or hide material information, and cannot correct a misleading claim (Khaitan & Co summary). On that reading, a footnote is unlikely to rescue "transfers included." Not legal advice; ask your counsel if one escalates.
Who you should never sell SIC to
- Seniors or limited-mobility travellers: the window, wait and multi-stop ride add up (see pacing arrival days for seniors).
- Late-night or early-morning arrivals outside the DMC's windows.
- Honeymooners, who didn't sign up for a shared coach and a fixed return.
- Families with infants or toddlers: shared coaches "do not normally carry child or infant seats" (source).
- Four or more travelling together: private "often becomes the cheaper option at around four passengers," per the same source.
- Excess luggage, a remote hotel, or a same-day timed slot, with no room to recover a miss.
Always show the private upgrade price next to SIC
Upgrade/person = (private net - SIC net x pax) / pax, plus markup. Say your DMC's net rates: SIC seat Rs 1,400, sedan Rs 5,600, van Rs 7,800; illustrative only, check your own card.
| Pax | SIC total | Private vehicle | What you quote |
|---|---|---|---|
| 2 | Rs 2,800 | Sedan Rs 5,600 | Upgrade Rs 1,610/person (Rs 1,400 net + 15% markup) |
| 4 | Rs 5,600 | Van Rs 7,800 | Upgrade Rs 550/person net, before markup |
| 6 | Rs 8,400 | Van Rs 7,800 | Private is Rs 600 cheaper (Rs 100/person); no upgrade line |
The family of six above should never have been on SIC. As of October 2026, Changi's own page puts a metered taxi to the city at about 30 minutes and S$25–45, plus a S$6–8 airport surcharge and a 50% midnight surcharge 00:00–05:59; its Ground Transport Concierge sells a 6-seater at S$75 per trip, one drop-off (Changi Airport). That page says nothing on luggage space or child seats, so ask your DMC whether six people with suitcases need a bigger van. Convert S$ at your own quoting rate.
The scripts
Write the type on the quote, as you'd write a meal-plan code, not just "breakfast included":
1. QUOTE LINE
Airport transfer, Singapore: SIC (shared coach, fixed window, several
hotel stops, vehicle wait up to [45] min, no time changes). Private
car: +Rs [X]/person.
2. QUOTE LINE, SIC TOUR
Sentosa: SIC, pickup [11:00-11:30], return [20:30] fixed. Leaving
early is a taxi at your own cost.
3. SALES CALL (Hinglish allowed)
"Ye SIC transfer hai, ek shared coach, doosre travellers ke saath,
[X] se [Y] baje ke beech pickup hoga. Private car [X] per person
extra mein, seedha hotel milega. Kya pasand hai?" Confirm their
choice on the same WhatsApp thread, in writing.
4. PRE-ARRIVAL WHATSAPP (send 48-24h before landing)
Hi [Name], ahead of your arrival in [City] on [Date]:
Flight [no], touchdown approx [Time]
Transfer: [SIC shared coach / PVT private car]
Meeting point: [Location]. Pickup window: [X:XX-Y:YY]
Expected hotel arrival: between [A] and [B]
Luggage: [1 large + 1 hand bag per seat, for SIC]
If delayed: [SIC can't wait, next slot or paid private]
24x7 number: [Phone]. Reply OK so we know you've read this.
5. DAY-BEFORE TOUR WHATSAPP
Tomorrow: [Tour], [SIC/PVT]. Lobby pickup window [X:XX-Y:YY], be ready
at the start. Return [Time], fixed. Missed pickups aren't refundable.
Number: [Phone]
6. "CAN'T FIND THE DRIVER", pre-sent so the client already has it
1. Go to [meeting point] and wait.
2. Call/WhatsApp [number] (this one, not a number a driver dials
for you) before leaving or booking other transport.
3. Only if told to, take a taxi/airport counter; keep the receipt,
send a photo.
7. ON-TOUR COMPLAINT REPLY ("you said transfers included")
Hi [Name], you're right, the quote said [exact line]. For remaining
transfers we're arranging [private car at Rs X/person / covering the
cost], from [today]. Sorry about today.
8. NEVER-SIC CHECKLIST, for whoever quotes
- Senior or limited-mobility traveller
- Arrival outside DMC windows, or delay-prone route
- Honeymoon
- Infant or toddler travelling
- Four or more travellers
- Excess luggage, remote hotel, or same-day timed slot
Step 2 of script 6 matters. In Chawla (2016) the client said a driver phoned someone who promised to reimburse the RM 380 fare; the Commission accepted the operator's affidavit that its SIC coach was at the airport, and he recovered nothing (order). In script 7, quote the exact line the client accepted. Supplier-side reconfirmation of the transfer belongs to a separate routine: the 72-hour reconfirmation sweep.
Common questions
What is SIC and PVT in a tour package?
SIC (Seat-in-Coach) is one paid seat on a vehicle shared with other travellers, on a fixed schedule. PVT is a vehicle booked only for your group. Which one a client bought should be on the quote, not left as "transfers included."
SIC ya private transfer, kaunsa better hai?
Depends on group size. One DMC's guidance says private "often becomes the cheaper option at around four passengers" (source); for seniors, honeymooners or families with infants, go private regardless of cost.
Will an SIC transfer wait if my flight is late?
Generally no. One DMC's explainer says SIC departures "generally cannot wait for a delayed flight, so a missed transfer usually has to be rebooked... or replaced with a paid private transfer" (source).
The short version
- Write SIC or PVT on the quote. "Transfers included" with no letters leaves the client to assume; the CPA 2019 counts deliberate withholding of relevant information as a deficiency.
- Give SIC clients a pickup window, never a single time, and warn them it generally can't wait for a delayed flight.
- Never sell SIC to seniors, honeymooners, families with infants, late arrivals, or groups of four or more.
- Show the private upgrade price on every SIC quote; at four-plus travellers it's often cheaper, not a premium.
- Send the pre-arrival WhatsApp 48-24 hours out: window, meeting point, delay rule, in writing.
- Pre-load the "can't find the driver" message: meeting point, then call, then wait for instructions.
- SIC on paper has helped operators who delivered what they wrote; a late change to a fully paid itinerary was held a deceptive act.
